Try with a different browser, or see if any addons or plugins are blocking it, e.g. betterprivacy, noscript, ghostery, adblock, etc.

Just tested it and it works fine for me, even without logging in.

If there are issues, it's local to the user. My stats show almost 20 downloads of that file so far.

Not local unfortunately - I cannot access file myself. Probably it is counting tries as downloads... Waiting on reply from RG as I can access other files with no issues
